运行 workspace server 发现有部分线程出现此错误，经过验证是由于使用了SPD引擎，并且通过外界删除SPD相关文件时造成失败，从而导致了部分文件残留，猜测当SPD再次启动时，
重新check或者使用了这些文件，而报出了encoding的相关错误
