可以看到,这个函数会判断Thread->SpecialApcDisable 和 Thread->KernelApcSidable 的值,如果Thread->SpecialApcDisable 为0,会先派发特殊内核APC,然后判断Thread->KernelApcDisable是否为0,为0 就去进一步的派发普通内核 Apc和 用户Apc
