Using the ICE (Image Configuration Editor) to create a custom image for Windows Embedded Standard 7, the pmq file is needed.I'm very frustrated in generating that pmq file for my board (N4551.66GHzsingle-core/D5251.8GHzdual-cores).I did the following procedure :http://msdn.microsoft.com/en-us/library/ff794097(v=winembedded.60).aspx.

On that link of microsoft,they say I have to create the pmq file from the target device,the board.But the problem is that nothing is intalled yet on that board.

So is it a way to create that pmq on the developer machine with ICE before intalling it on the target device?
