SharePoint 2016-特定的受众群体看不到目标内容

尊敬的先生/女士，

1)我创建了一个名为"MIS"的子网站，并授予以下SharePoint组和访问权限.

MIS访问者(已读)

MIS成员(贡献)

MIS所有者(完全控制)

2)我创建了一个名为文档库"的子站点，并添加了一个名为"MIS文档库"的文档库.具有以下与"MIS"相同的SharePoint组和访问权限；子网站.

3)为了让特定的观众看到目标内容，我在标题中添加了一个标题为部门"的标题.和称为"MIS Department Site"的链接，还添加了一个名为"Document Library"的标题，和称为"MIS"的链接 文档库".

他们两个都添加了第(1)点中提到的SharePoint组的目标受众. MIS访问者中的用户报告说，他们看不到标题部门站点"的标题.并且看不到"MIS文档库"在文档"标题下 图书馆".请帮助告知我我做错了的任何步骤.非常感谢.

Dear Sir/ Madam, 

1) I have created a subsite called "MIS" with the following SharePoint Group and access right granted. 

MIS Visitors (read)

MIS Members (contribute) 

MIS Owner (Full Control) 

2) I have created subsite called "Document Library", and added a document library called "MIS Document Library" with the following SharePoint Group and access right granted same as "MIS" subsite. 

3) In order to let specific audience to see target content, I have added a Heading called "Department" and link called "MIS Department Site", and also added a Heading called "Document Library" and link called called "MIS Document Library". 

Both of them have added target audience with the SharePoint group mentioned in point (1). Users in MIS Visitors reported that they cannot see Heading "Department Site" and cannot see "MIS Document Library" under heading "Document Library". Please help to advise any step I have done wrongly. Thanks a lot.
