The problem was OpenSSL version.

我以前安装过Win 32版本，但我应该从此处. (选中将DLL复制到Windows系统目录"选项)

I installed Win 32 version before, but I should install Win64 OpenSSL v1.0.2j Light from here. (With checked "Copy DLLs to Windows System directory" option)
