It appears many of the resources (Relay, Cluster, VNet, Route Table, Cloud service (classic), Recovery Services Vault(?)) were created but the instance was not. As far as I can tell there is nothing in my alerts or notification of fail/succeed.

Some users make the mistake of creating another instance because they think the first instance was not created, and they end creating 2 instances. Be patient. Wait a little bit.
