Hello, my company has bought several Device CALs for TFS 2018 (Part# 126-00361) to use on-prem. I'm not sure if Visual Studio is included in that package. Should we buy VS licenses as well? We are using VS 2008 at the moment and we'd like to upgrade to VS 2017, but we don't have any active subscriptions.

I've thoroughly read the Visual Studio Licensing Guide (https://www.visualstudio.com/wp-content/uploads/2017/03/Visual-Studio-2017-Licensing-Whitepaper-March-2017.pdf) but I'm still confused about it. Could someone clarify this for me please?
