I recently installed VS 2013 Professional Community on a Windows 7 Home Premium machine. Now every time I start Outlook 2010 I get a "Windows Installer - Preparing to install" dialog, followed by a few "Microsoft Visual StudioProfessional 2013" dialogs that says "Please wait while Windows configures Microsoft Visual StudioProfessional 2013. . .". I have the same installation on my laptop & it doesn't happen there.

Do you have any add-ins registered for Outlook? If so, try to disable them. Does it help?
