As I understand the error occurs when WSP tries to set permissions on GAL for new organization. I took a TCP-dump which shows the following actions:
1. Search in LDAP of a group with the same name that organization has. (Successfully)
2. Search in LDAP of organization's GAL (Successfully)
3. Modify permissions of organization's GAL (ModifyResponse: Status: Referral, MatchedDN: NULL, ErrorMessage: 0000202B: RefErr: DSID-03100742, data 0, 1 access points ref 1: 'clouds.ms' )
