I have downloaded http://www.microsoft.com/en-us/download/details.aspx?id=19004. It's currently being installed. It takes care of the IDE part.

And secondly, is there a start-up tutorial to create a project and a "Hello World!" app?

A bit to explain what I am doing. I have a device that has Windows 7 embedded compact installed on it. In my VS2008, however, this O/S is not found in target platforms.

We are switching from Windows CE 6 to Windows 7 embedded compact using .net Compact Framework, C#.

Please list clearly the steps I need to take in order to develop apps for Windows 7 embedded compact; and if anyone has a simple tutorial on how to create a project that would be great too. I haven't found any resources on this aside from various downloads.
