我有多个Azure订阅。  AZ-West，AZ-East，AZ-South和AZ-North。

我喜欢开始使用蓝图和管理组。我在哪里创建蓝图和管理组。我是否登录到每个Azure订阅并在他们或他们可以去的地方创建它我可以创建一个蓝图并应用于所有
我的订阅。 portal.azure.com带我去一个订阅。

I have multiple Azure subscription.  AZ-West, AZ-East, AZ-South and AZ-North.

I like to start using blueprints and Management groups. Where do i go to create a blueprint and Management group. Do i login to each Azure subscription and create it in their or their is one place i can go and i can create one blueprint and apply to all my subscriptions. portal.azure.com takes me to one subscription. 

Also, do i have to create management groups before blue prints. 

What is the best practice to manage AZ-West, AZ-East, AZ-South and AZ-North subscription.
