i have 2 windows 2016 servers and i want buy SQL server license for these two servers, i want to know whether we should go with CAL base or CORE base. and these servers are in active-passive environment(one is active always and second is backup of primary when it fails)

1. concurrent approx users would be 50 no's

2. If we go with Server + CAL base licensing . can we transfer SQL CALs from my primary server to secondary when my primary server fails.
