我们使用azure模板创建了一个以太坊块链POA，并通过元掩码登录，并使用创建的admin的相同地址。虽然我们无法创建/提名新成员。

We had created an ethereum block-chain POA with azure template and logged-in via meta-mask with the same address of the created admin. though we are not able to create / nominate new members.

Note : All the nominee creation are in queue when we look into meta-mask transactions. Please let us know what is the issue
