For one idea, has anyone been able to find, purchase a mezzanine card and get it working for Windows IoT core? I see that there is at least one out there:

I don't think it does based on this page https://developer.qualcomm.com/hardware/dragonboard-410c but this would be better to ask Qualcomm on their forums as they know their hardware better than anyone else.

As far as IoT Core goes, I know folks have connected to cellular Wi-Fi style hubs and gotten connectivity that way but I don't know of anything directly on any board at this point so talking to the OEM is always the best option.
