I try to create an user from ServiceNow thru restapi with unverified domain in AZURE AD and got this error.

It is not possible to create a user with unverified domain name as the UPN in Azure AD. You have to use the default tenantname.onmicrosoft.com as the UPN suffix if you do not have a verified domain in your tenant.
