I need to create a VNET to VNET vpn, these two VNET's are located in different subscription ( same region for the first case and different region for the second case.

I cannot use Global VNET peering because of the limitation of the access to the load balancer

The examples I saw are using PowerShell or azure CLI which can't be fully automated.
