I have multiple vnets peering to a Hub vNet.

Can I place a Network Virtual appliance ( NVA) in the spoke vNets so I can have a IPSEC VPN go over the hub and Expressroute to my on premise Firewall VPN? We have been ask to look at IPsec vpn from Spoke to On-premise

Yes it is possible on routing from spoke vnet to on-premise using NVA but it does not validate the usage of Hub-Spoke model. Could you please let us know the architecture you are looking for ?
