When Creating A Communication Site (Collection) on SharePoint Online how you administer Collection Properties:

When I choose "Create a Site +" from a site, and choose a Communication site template form the 2 choices, I get a new Site Collection with a Communication Site as the root site, yeah? But this Site Collection is not listed in SharePoint Admin Portal. How can I administer it, like: Quota etc?

For quota, it is set to be automatically managed by SharePoint Online. If you want to change the setting manually. Go setting>site Storage limits and set it to be manual.
