https://connect.microsoft.com/windowsembeddedIoT/Downloads/ Since it is on connect there is a EULA that you need to agree to prior to being able to download from the site. Can you try clearing your browser cache, or use a different browser to see if that helps?

Once you've agreed you should see a number of download options listed, including six packages that were all posted in the past few days.
