问题是当我用PreferenceFragment给Framelayout充气时，滚动不起作用，但正常的Fragment可以正常工作。

        fragmentTransaction.setCustomAnimations(R.transition.fade_in, R.transition.fade_out);

PreferenceFragment基于ListView，不支持CollapsingToolbarLayout所需的嵌套滚动API。您可以改为使用Preference Support Library和PreferenceFragmentCompat，它们基于RecyclerView并确实支持所需的嵌套滚动API。
