950M 确实不支持 h265 编解码器。
从 nvidia nvenc page 或 the detailed support matrix ，我们可以了解到 h265/hevc 仅支持第二代 maxwell GPU。
还要检查 maxwell wiki page 和 list of NVIDIA GPU 。可以看到950M的代号是GM107，是第一代maxwell架构，不支持h265。对不起，你必须回退到h264。
