终于找到答案了;因此回答我自己的问题。

原来有两种IDependencyResolver:一种在System.Web.Http.Services中,另一种在System.Web.Mvc中。

两者都可以在非调试状态下编译和运行。
System.Web.Http.Services.IDependencyResolver 是正确的一个
System.Web.Mvc.IDependencyResolver似乎会引起问题。
