每个表都有其自己的JScrollPane(至少在表C中是如此)的事实可能引起了这种情况。当鼠标位于表中时,最里面的滚动窗格是对鼠标滚轮做出反应的窗格。我不认为您应该修改它:这是正常的行为。

这很丑陋,但我不确定还有另一种方法。我已经能够通过删除其UI添加到滚动窗格的侦听器来使您的示例工作(即使禁用了滚轮滚动):
